Global Participatory Democracy Country Index
Develop a framework for Global Country Index of participatory democracy that shows comparative benchmarks for each country. Create a working group to propose for how we might conceptualize and finance a global database of participatory democracy. In order to better understand what works and what doesn't work, we need a clearer sense of what experiments already exist across the globe, and how they vary in terms of scope, design, sociopolitical and economic contexts, impacts, among other key indicators. The PB Atlas is a terrific source of information about PB processes, but to understand why certain types of participatory experiments emerge in some contexts and not others, and why some succeed in empowering communities more than others, we need a more expansive, fine-grained, continually-updated dataset that can more easily facilitate comparative analysis.

I think that is rather complicated, and sometimes not useful, to build rankings, that are often related to build hierarchies or some kind of normative criteria on what is better that what. It is hard to do and sometimes it can blur all the context based processes, that establishes different dynamics in different countries.
It is always good to know what works and what doesn't work, and the diferent variation of the processes around the world. But organize this different processes, in different context in a ranking may not be the better way.
