I support the idea of regional boards. Perhaps in phases, just to begin convening mechanisms in regions (Global South!). Then allocate some funding to support initial activities at the regional level -- example, staff hours for organizations/honoraria for webinars. Aim for presence and convening.

Good idea!
I suggest local PP chapters by country, starting with the countries where there are more than 2 member organizations (several countries already meet this basic requirement). Then, regional networks (e.g. Latin America, Europe, North America, Africa, Asia) could be the transmission belts between the global organization and the national chapters.
