Action Learning for a more participatory democracy
The use of action learning sets or other forms of group based learning, in a structured way (e.g. 6 sessions of 6-7 people) working collectively to solve challenges in a supportive ongoing way extends the existing mentorship programme. Its been used in different context (see "Getting to Grips with Power" at https://core.ac.uk/download/pdf/286043156.pdf and "Developing Citizen Leaders through Action Learning"). Another approach has been the use of social learning leadership communities (see https://wenger-trayner.com/resources/leadership-groups-for-social-learning/). Could be themed, maybe recorded, to instill the culture and share experiences of collective learning. At its most radical could be like Extinction Rebellions affinity groups: (see https://extinctionrebellion.uk/wp-content/uploads/2019/04/XR-Affinity-Group-Pack.pdf). Ultimately I'm not sure if this is a research project, mentoring or strategy building, but its something interfacing both direct and participatory democracy .
