Support to build (or rebuild) national PB Networks

PP could have a significant role in terms of it's global action by allocating funds to help to (re)organize national PB networks of researchers and practitioners. This is something that would be very helpful in the case of Brazil and, as far as I know, in Argentina too. And it is something very close to what was advocated by Greta Rios in her proposal. Helping to fund a website, for example, can be decisive in many cases.
